# Clark Certified Records Implementation Brief

## Purpose

This brief defines the year-1 implementation path for verifiable Clark Certified records.

## Decision

CLARK should use a staged implementation path:

1. conventional digital records first
2. verification workflow second
3. optional blockchain-backed anchoring later if it solves a real trust or portability problem

## Year-1 Scope

### Phase 1: Issuance Record

Each Clark Certified outcome should produce:

- a learner record in CLARK's internal system
- a shareable certificate or record artifact
- issue date, completion basis, and issuing authority
- exportable backup data owned by CLARK

### Phase 2: Verification Path

By the end of year 1, CLARK should support:

- a unique record ID
- a verification method for employers or partners
- revocation or correction handling
- owner-accessible export of issued records

### Phase 3: Optional Anchoring

Only after the above works cleanly should CLARK evaluate:

- third-party credentialing vendors
- cryptographic signing enhancements
- blockchain-backed proof or anchoring

## Why This Path

- It meets the year-1 requirement without forcing speculative technology into the first launch.
- It aligns with CLARK's local-control and owner-access philosophy.
- It keeps the credentialing story investor-safe and implementation-realistic.

## Data And Product Implications

- Clarkware and training systems should support exportable record packages.
- The records layer should remain clearly separate from formal IPC credential ownership.
- The first implementation should optimize for usability, revocability, and exportability rather than novelty.
