## Track 1 — Theatric Bench: Pedagogy & Economics

### Validated
- **The model exists and works.** German Lernfabriken (TU Darmstadt CiP since 2007, Festo Scharnhausen) prove one-realistic-cell + observation/rotation pedagogy, with peer-reviewed literature. BEST Inc.'s Mobile Training Center (the only traveling solder classroom in the US — 10 students, microscopes, ESD, full IPC courses on customer site) and EPTAC's "we come to you" delivery prove **IPC certification needs no fixed facility** ([soldertraining.net](https://soldertraining.net/), [eptac.com](https://www.eptac.com/)).
- **Cost asymmetry confirmed.** Single theatric bench (ESD bench, Mantis-class scope ~$4–6K, JBC/Metcal iron + hot air $1–4K/station, fume extraction, test gear, camera + display): **~$10–25K**. Comparators: 20-station lab $100–300K+; built-out mobile multi-booth labs **$0.5–1.2M** (Chesapeake $485K subaward, Maine $1M, W. Colorado $1.1M). Clark's bench is 20–50x cheaper than the conventional alternative.
- **Observation pedagogy is real but bounded.** Cognitive apprenticeship (modeling→scaffolding→fading) is the standard frame; the strongest experiment found **alternating observation with execution beat both pure observation and pure practice (~42% gain)**. Counter-evidence: 28–42% of surgical trainees feel under-prepared by observation-heavy training. **Every observer must get scheduled bench minutes.**
- **Revenue references**: IPC-A-610 CIS $700–1,200/student; A-610+J-STD-001 packages $1,400–2,300; recert at 60–70%; team/on-site programs from ~$10K.

### Design decisions
1. **A-610-first curriculum.** IPC-A-610 (inspection, lecture-based) fits the theatric format; J-STD-001 Modules 2/4/5 require per-student demonstrated soldering — the binding constraint on one bench. Sequence: A-610 cohorts → J-STD-001 with small cohorts (4–6), cheap secondary practice irons, evening rotation blocks.
2. **CIT certification is the critical-path upfront cost** (instructor must be a Certified IPC Trainer — courses at BEST/Omni/EPTAC). Budget it in Scenario Zero.
3. Borrowed-space constraints are real: ESD control, fume extraction, insurance for live soldering. The "host facility" pattern (inside Niagara Assembly) handles this better than community venues.
4. Channel partners exist: NIST MEP centers (Utah MEP already runs electronics assembly training), community colleges (SLCC, Mt. SAC), repair networks (Repair Café ~53% electronics fix rate) for the culture layer.

## Track 2 — Spatial Intelligence: Mapping Underutilized Industrial Space

### Validated
- **The killer finding: maps without activation arms fail.** 596 Acres' explicit lesson: "without a local advocacy organization the thing doesn't work." Leerstandsmelder (32 cities) survives only as volunteer activism. **Meanwhile Space CIC** succeeds as *intermediary leaseholder* — ~1,100 occupants, 60 buildings/215,000 sq ft, 16 boroughs, **£1m+ in empty-rates savings to landlords** — the rates-savings pitch is the commercial engine; the map is lead-gen ([meanwhilespace.com](https://meanwhilespace.com/)).
- **Renew Newcastle**: 30-day rolling occupation *licences* (not leases) placed 70+ projects; wound down 2019 partly by reviving the market — meanwhile models are **self-extinguishing per geography**; revenue must not depend on permanent vacancy.
- **Commercial proof of demand for graded/flexible industrial space**: Chunker (warehouse slack marketplace), Saltbox ($128M from Fundrise, management contracts not leases), ReadySpaces (32 warehouses, profitable, ~50% YoY), Patch (UK high-street conversion).
- **Data recipes confirmed (UK strongest)**: VOA rating list (weekly deltas) + EPC register + brownfield registers + OSM tags (`abandoned:building`, `disused:*`) = the proven academic method. UK whitespace: brownfield registers are residential-focused and stale (~10% not updated in 5 yrs per CPRE 2025) — **industrial underuse is the unregistered blind spot**. US: USPS 90-day vacancy via HUD/Regrid. Ontario friction: MPAC bulk access is fee-based and withholds income/expense data.
- **Councils already pay** for exactly this: employment-land reviews (Avison Young et al., one-off consultancy studies a living registry would replace), GLA High Streets Data Service (subscription observatory). **High Street Rental Auctions** (live Dec 2024) create a statutory need for councils to evidence persistent vacancy.

### Design decisions
1. **Registry = lead generation for activation services, never the product.** This operationalizes the "map illusion" failure mode from 03 §8.
2. **Licence-brokering, not leaseholding**, at the start — the intermediary-leaseholder model concentrates liability; mandatory occupier public-liability insurance; UK model meanwhile-use lease documents exist as templates.
3. **Defamation guard for "underutilized" grades**: publish only verifiable observations, date-stamp, derive labels from cited public records, owner correction path. Tiered access (public heatmap → verified-partner detail) also counters misuse (squatting, metal theft, title fraud).
4. Sell landlords **insurability + rates relief**, councils **living evidence base**, with "last verified" dates as a differentiator against stale statutory registers.

## Track 3 — Role Ladder: Merit/Artifact Progression Networks

### Validated
- **The hybrid pattern is the proven design**: automatic thresholds at the bottom (Wikipedia: autoconfirmed at 4 days+10 edits — zero reviewer cost), peer sponsorship against public artifacts in the middle (Kubernetes: body of merged work + **two sponsors from the level above**; Debian advocates), human judgment + milestone funding at the top (SBIR Phase I ~$150–314K → Phase II $750K–2.1M on Phase I results, 40–55% conversion; XPRIZE milestone payments).
- **Ham radio Volunteer Examiner model is the validation-economics answer**: General/Extra licensees administer exams for lower tiers — *graduates become the validators*, keeping verification credible, self-scaling, and nearly free.
- **The biggest empirical killer is the promotion bottleneck, not gaming or burnout** (2026 Wikipedia admin study: decline driven by recruitment shortfall, not attrition). Second: restrictive quality control drives away newcomers ("Rise and Decline" study). Gaming exists (Stack Overflow voting rings) but is mitigated by artifacts with external consequences + reputation-staking vouchers + random audits.
- **Network licensing cost spectrum**: Fab Charter (one page, ~$0) → Repair Café starter kit (€49 one-off) → Men's Sheds dues ($20–100/yr) → full social franchise. Franchise research: units deviating from the codified template fail more ("inaccurate replication" is the dominant killer) — supports the small-fixed-nucleus doctrine.
- **Credentials**: Open Badges 3.0 / W3C Verifiable Credentials v2.0 finalized (June 2024); issue via existing certified platform (Credly/Accredible/Badgr), but employer recognition lags — credential value must be **internal-first** (unlocks Clark resources), portability as bonus.

### Design decisions
1. Ladder reconciliation input (03 §7.2): structure as **automatic L0–L1 / sponsored L2–L3 / judged+funded L4** — maps cleanly onto the 5-stage Observer→Organizer→Demonstrator→Builder→Centre Operator.
2. **Make validation itself a credited, ladder-advancing artifact** (the VE trick) — solves validator burnout and scales verification.
3. **Instrument time-to-advancement from day one** as the protocol's primary health metric.
4. License the protocol as **charter + starter kit + small annual dues**; reserve heavier agreements (equity, equipment, money) for Centre Operators — this also reconciles with clarkinc D-008/D-009 node mechanics at Stage F.
5. Mitigate elite capture: published per-rung criteria, appeal paths, term limits on gatekeeper roles.

## Track 4 — Industrial Journalism: Media as Deal-Flow Infrastructure

### Validated
- **The full stack Clark proposes exists piecewise, never combined**: Not Boring (newsletter → $50M AUM deal flow), The Information Pro (journalism → **$999/yr data tier** — the structured-data layer is the premium product; journalism is acquisition + data generation), **Hagerty** (media → valuation data → marketplace: $1.2B transactions 2024, $787M revenue, NYSE) — Clark's stack, but for cars.
- **Appetite for industrial content is mass-scale**: Smarter Every Day 11.7M subs (patriotic process content), Practical Engineering 4M+, Titans of CNC (education-as-funnel), Scope of Work (high-density practitioner membership), Construction Physics (think-tank underwritten). IndustryWeek's 2025 Reshoring Survey: **workforce quality/quantity beats tariffs as the #1 reshoring lever** — validates the skills-gap data angle.
- **Gap confirmed**: nobody combines Vice-grade field documentary + Hagerty-grade data products + IndustryWeek-grade B2B reach. Mass edutainment has no data layer; trade media has no cultural reach.
- **Vice post-mortem**: format worked (immersive "we go there", access to closed worlds); death by advertising-dependence, growth debt, authenticity decay, governance. Lesson: data/membership/transaction revenue, not ads; pride backed by evidence ages better than rebellion backed by attitude.
- **Trust architecture precedents**: ProPublica (open inspectable databases as civic infrastructure), **Texas Tribune** (sponsorship + events + members with a hard, labeled editorial firewall — the template for taking council/landlord/manufacturer money safely). Native-ad data: ~59% of readers say sponsored articles cost credibility.
- **Quantified value of local coverage**: newspaper closures raise municipal borrowing costs 5–11 bps (~$650K/issue, J. Fin. Econ. 2020) — credible industrial coverage plausibly lowers a region's information risk premium. A sellable line to councils.

### Design decisions
1. **Revenue ladder with precedent**: free field documentary → membership/community → premium data product for investors/councils ($999/yr reference) → transaction/deal-flow layer.
2. **"No action, no amplification" must be structural**: published coverage-qualification criteria, visible firewall between investor product and editorial selection, Texas-Tribune-style labeling. The moment coverage is purchasable, the Hagerty flywheel inverts into the Vice decay curve.
3. The publication unit (03 §2.4 open question): a standardized **industrial field report** that is simultaneously media content and a structured data record — the ProPublica open-database pattern at base layer.
4. Register: Hidden Champions-style regional pride — a credible analytical category that improves a region's/firm's talent access.

## Track 5 — Funding Landscape 2026 (CAD/USD 10k–250k scale)

### Best near-term stacks
- **Ontario**: SDF Training Stream next round (Round 6 was $260M, budgets >$150K prioritized — needs Ontario entity) + Mitacs Accelerate ($10–15K/internship unit, partner pays half — registry/mapping research via McMaster/Brock/Mohawk) + NRC IRAP-YEP (~$30K/young hire — bench coordinator) + Hamilton Community Foundation ($10–75K, 2027 cycle) + EMC/NGen/vendor in-kind (Keysight donates from ~$100K in-kind).
- **Western NY**: ARC POWER planning grant (**$50K, LOI May 22 2026, app July 8 2026** — Chautauqua/Cattaraugus/Allegany eligible) + NYSERDA clean-energy workforce ($50M expansion, rolling to Nov 2027 — frame electronics assembly toward battery/EVSE/storage) + CFGB/Wilson Legacy ($10–25K, 501(c)(3) needed) + WIOA ETPL listing (per-trainee vouchers) + ESD Strategic Workforce Development (pay-for-performance, advanced manufacturing named priority).
- **Unreliable/later**: FedDev CEDD ($250K minimum), EDA (zeroed in FY26 request, paused), Recompete (closed). UK: UKSPF dead; Local Growth Fund + Pride in Place (live Apr 2026) favor embedded local delivery partners — **UK is year-2+ via partnership**, despite the UK mapping prototype.
- **Repayable bridge capital**: CFDC loans (Venture Niagara, up to $250K), Social Finance Fund intermediaries ($50K–2M), Tapestry community bonds ($250K–5M when moving to owned/leased space).
- **SR&ED 2026 expansion** (Bill C-15: 35% refundable limit $3M→$6M, capex eligible again) — relevant only if a CCPC does genuine experimental development; training alone doesn't qualify.

### Narrative tailwinds (cite in plans)
- Reshoring: 244K US jobs announced 2024, Computer & Electronics leading; tariff citations +454% in 2025.
- CHIPS/Micron NY: $6.4B confirmed, ~$35M community/workforce already deployed in CNY — live evidence of training-pipeline demand.
- **Canada Defence Industrial Strategy (Feb 2026)**: $6.6B industrial strategy, Defence Skills Agenda, **$383M/5yr sectoral workforce alliances** — near-perfect Ontario hook for electronics-assembly training.
- IPC workforce whitepaper: chronic hand-solderer/assembler shortage; ~39% of 2M+ unfilled US manufacturing jobs by 2031 are technician roles at exactly the credential level a bench program produces.

### Design decisions
1. **Scenario Zero is fundable without investors**: bench ($10–25K) + CIT certification + coordinator (IRAP-YEP/Mitacs subsidized) + first cohort revenue (A-610 at $700–1,200/student) fits inside one community-foundation grant plus in-kind equipment.
2. **Entity prerequisites drive the timeline**: Ontario non-profit/employer entity for SDF; 501(c)(3) for CFGB; ETPL listing for WIOA. The dual-structure question (03 §7.3) is now also a funding-eligibility question.
3. Track named deadlines: ARC POWER (May/July 2026), NYSERDA Career Pathways (May 20 2026 first round), SDF Round 7, HCF 2027 cycle.

## Cross-Track Synthesis: What the Evidence Does to the Model

1. **Every Clark 2.0 component has working precedent — but always as a fragment.** Mobile IPC training exists (BEST); activation intermediaries exist (Meanwhile Space); artifact ladders exist (Kubernetes/ham radio); media→data→transaction exists (Hagerty); milestone funding exists (SBIR). **Nobody runs them as one loop.** That integration is Clark's actual invention claim — and the plans should say so explicitly.
2. **The two named failure modes are empirically the right ones.** Map illusion (596 Acres/Leerstandsmelder) and narrative capture (Vice) are the documented killers of the two nearest precedent classes. Add a third from research: **promotion bottleneck** — the most common death of contributor ladders. The design-against list in 03 §8 should grow to six.
3. **The "registry/media/credential as lead-gen, services/transactions as revenue" pattern repeats in every track.** Data licensing alone doesn't monetize (Track 2); ads don't monetize (Track 4); external credential recognition can't be relied on (Track 3). Revenue is always in the activation/brokerage/transaction layer.
4. **Scenario Zero is concretely costed and fundable** (~$10–25K bench + CIT + subsidized staffing + grant stack), which resolves tension 03 §7.1: the CAD 1.2–2.1M raise repositions cleanly as protocol acceleration, not existence money.
5. **Sequencing correction**: UK mapping prototype ≠ UK first market. Ontario/WNY funding is live now; UK entry is year-2+ via local-authority partnership.
